As an Equipment (DOT) Compliance Manager on the $3.3BN Hampton Roads Bridge-Tunnel Expansion Project (HRBT) in Virginia, you will be responsible for all Department of Transportation files along with conveyance and tracking of all DOT vehicles and similar functions. Additionally, managing all inventory of materials and yards for operations throughout the project s staff.

The Hampton Roads Connector Partners JV (HRCP) consisting of Dragados, VINCI, and Flatiron has been selected to construct the $3.3BN Design-Build project –the largest civil construction contract ever awarded by the Virginia Department of Transportation (VDOT).

The project scope across a 9-mile section of the I-64 will include a new 3.5-mile bridge-tunnel crossing that will accommodate a total of 8 lanes of capacity across the water, replacement of the existing marine approach bridges, and the addition of a third lane on I-64 in each direction. The twin 45 diameter 1.5-mile tunnels will be bored by TBM, creating the second-largest TBM tunnel opening for a TBM in North America. The project is expected to continue to the end of 2025.

Supplementary activities will include assisting the Fleet/Logistics Manager with daily activities and all other tasks associated herein:

  • DOT Compliance
    • Coordinate and ensure efficient conveyance of equipment and materials
    • Plans, distributes, and monitors daily transportation route assignments to ensure internal customers are serviced per company standards
    • Communicates shipment reports on a daily basis; communicating to Fleet Manager in case of any changes or potential delays
    • Communicate detailed information such as time and specific locations of dispatched resources to leadership in the field
    • Manage all CDL drivers
    • Driver Consortium
    • Driver Logs
    • Hauling Permits
    • DOT compliance awareness
    • Preventative Maintenance plan for equipment
    • IFTA filing (International Fuel Tax)
    • UCR Registration (Unified Carrier Registration)
    • Update FMCSA (Federal Motor Carrier Safety Administration)
    • Implementation of DOT program to ensure compliance with Safety
    • Code and submit delivery tickets weekly to Fleet Manager for review to ensure proficiency

  • Facility Management
    • Update Fleet Manager of facilities and logistics needs
    • Maintain files and documentation thoroughly and accurately, in accordance with company policy and accepted accounting practices
    • Obtain quotes and complete cost analysis reports, with the Fleet Manager
    • Assist with maintaining all properties obtained by the project
    • Inventory of all conex boxes, office trailers, all disposables as in port a johns, dumpsters, etc.
    • Managing the budget for all yards, invoice approval
    • Manage all Access Control for each property obtained by the project
    • Procuring all necessary items for yards
    • Assist with all day to day operations

Minimum Qualifications:

Required:

  • High school diploma or GED from an accredited institution
  • Must have strong computer skills, able to communicate clearly by email, strong use of excel for tracking information
  • Must be able to work in a fast-paced environment and maintain a customer service attitude and multitask throughout the day
  • Minimum 3 years experience in the heavy civil industry involving Fleet Management, Equipment Management, and/or DOT Compliance Management
  • Ability to be creative in finding solutions
  • Strong organization skills with attention to detail
  • Ability to work in a fast-paced environment and meet all project deadlines
  • Must be a team player and have flexibility/desire to take on numerous tasks

Preferred:

  • Bachelor s degree
  • 2 years hauling permit experience
  • IFTA, UCR, and FMCSA knowledge
  • Demonstrated proficiency in Word, Excel, and PowerPoint
  • Strong organizational skills and very detailed-oriented
  • Proactive and solution-oriented
  • Must demonstrate exceptional judgment, discretion, and professional courtesy
  • Effective oral and written communication skills and excellent interpersonal skills
