Description:

Position Summary: The Finance Service Associate within the Finance Service Center team provides community outreach and assistance to New York City Early Education Centers,(NYCEES), Minority and Women-Owned Business Enterprises (M/WBE), Impartial Hearing Officers, City Council and other legislative offices, community and citywide education councils (CECs), nonprofit organizations and businesses, and serves as a liaison between the New York City Public Schools (NYCPS) and these organizations and institutions. Performs related work

Key Relationships: New York City Early Education Centers, (NYCEES), Minority and Women-Owned Business Enterprises, Impartial Hearing Officers (IHO), City Council and other legislative offices, community and citywide education councils, nonprofit organizations, businesses, and agency financial systems staff
Responsibilities
New York City Early Education Centers (NYCEES)
  • Assist new and existing Pre-K community-based providers in accessing the NYCPS Vendor Portal to submit proposed budgets, record student attendance and prepare billings.
  • Answer Pre-K provider inquiries regarding the processing cycle for doing business with the NYCPS, including vendor registration, fingerprint security approval, payment status and check clearance.
  • Serve as NYCPS liaison and point of contact for Pre-K enrollment assistance, troubleshooting, and escalations.

M/WBE Vendors
  • Serve as a liaison between the NYCPS and prospective and existing M/WBE vendors.
  • Answer inquiries regarding payment status and doing business with the NYCPS.
  • Refer prospective M/WBE vendors to the Division of Equity, Inclusion and Belonging (DEIB) for M/WBE certification, as needed.
  • Attend community fairs throughout 5 boroughs to answer vendor questions on the M/WBE process and how to go about doing business with NYCPS.

Impartial Hearing Officers (IHO)
  • Answer parent inquiries regarding IRS W-9 taxpayer ID forms required for payments from the NYCPS.
  • Advise parents seeking reimbursement for private special education tuition via impartial hearings regarding payment status for services rendered.
City Council Member & Other Legislative Offices
  • Address and escalate inquiries from the offices of elected officials regarding payment status for direct student services provided by independent providers of special education related services, e.g., speech and occupational therapies.

Community and Citywide Education Councils (CECs)
  • Answer parent/member inquiries regarding school purchasing procedures and deadlines to procure school items.
  • Answer parent/member inquiries on status of “SIPP” checks for reimbursement of out-of-pocket expenses for CEC-related activities and stipends.

All Nonprofit Organizations and Businesses Partnered with Community Schools, Renewal Schools & all NYC District Schools
  • Serve as a liaison between the NYCPS and nonprofit organizations and businesses partnered with community schools, renewal schools, and NYC district schools.
  • Provide information to nonprofit organizations and businesses regarding the administrative and financial process for doing business with the NYCPS.
  • Provide general information regarding the extended use of school buildings for after-school programs.

Qualification Requirements:
Minimum
  • High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
  • Education and/or experience which is equivalent to "1" above.

Preferred
  • Excellent spoken, written and interpersonal communication skills.
  • Fluency in Spanish.
  • Experience in instructor-led and web-based training.
  • Experience in managing multiple teams and priorities.
  • Experience in problem resolution and relationship building.
  • Strong analytical skills.
  • Proficiency in NYCPS procurement rules and standard operating procedures.
  • Proficiency in major NYCPS financial applications (e.g., FAMIS and Galaxy); Microsoft Office 365 applications.
  • Experience in Oracle Customer Relationship Management (CRM) On Demand Software.

Salary:

$44,432 (New Hire Rate) $51,094 - $56,203 (Incumbent - 2 years of full-time continuous City service)

(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
