Job Summary
Under general supervision, the Human Resources Analyst provides human resources services and consultation to departments of the Agency. Administers and coordinates benefits and leaves, workers comp, staff recognition, and the development and training of staff members and management for assigned departments. Develops, recommends, establishes with approval and communicates human resources services, programs and procedures, which recognize and respond to the different needs and concerns of the Agency.
Consults with department/unit management regarding employee relations concerns and issues, such as management and employee rights and responsibilities and best practices to reduce conflict and litigation. Arranges for training needs, assesses and assists in the design and delivery of client training and development programs. Collaborate with agency staff in drafting related policies and procedures in the assigned areas.
Administers and coordinates orientation, enrollment and maintenance of staff member benefits for new and existing staff members including health insurance, dental insurance, vision insurance, life insurance, short-term disability, long-term disability, retirement, and flexible spending accounts. Provides benefit support to Agency staff by acting as the liaison between ADOA, ASRS and Risk Management. Reviews, recommends, and tracks all leave of absence requests for staff members including all necessary legal notifications and Agency notifications and invoices for benefits. Coordinates with payroll to ensure that staff members are compensated properly when on leave according to Agency policies and regulations. Provides COBRA notification in compliance with legal guidelines for separated staff members as requested.
Assists in compiling and preparing information for reporting purposes as support to the Director and Agency Leadership staff and to meet reporting requirements to other State and Federal Agencies. Monitors information entered into all electronic databases (such as HRIS, SafeSchools, ADE) utilized by Human Resources Department to ensure accuracy and compliance with all applicable laws, regulations, ADOA rules, and ASDB policies and procedures. Acts as Agency Liaison for programs utilized by agency staff (SafeSchools, TraCorp, HRIS, ASEDRA) to ensure processes are running smoothly. Coordinates Agency EEOC activities and reporting.
May act as a lead worker for other Human Resources staff members by providing guidance and support. Confers with Director providing necessary information and advice; receives instruction and guidance; and attends to matters assigned by the Director.
Human Resources serves all locations of the Agency and as such, travel is required. Position will be responsible for some or all of the listed duties and/or additional duties that occur from time to time.

Training And Experience
Several years of experience in managing benefits, Human Resources Information Systems, data analytics, project management, and coordination of HR programs and activities. Knowledge and in-depth experience in one or more functional areas of human resources.
Licensing/Certification Requirements
Benefit eligible employees have a variety of choices for medical, dental, vision, short-term disability, supplemental and dependent life insurance. Offered plans provide exceptional value to our employees and their eligible dependents. Employees have a 31-day period from effective date of hire to elected coverage. Elected benefits could start as early as 2 weeks after hire.

Enrollment is mandatory and is subject to a 26-week waiting period before initial enrollment. Training And Experience

Licensing/Certification Requirements
- Must be able to pass FBI and State background check
- Defensive Driver Training Program to be completed by all agency personnel that drive on State business
- Bachelor's degree in Personnel, Business, or Public Administration and one year of professional human resources experience; or, three years of progressively responsible human resources experience; or any equivalent combination of experience, education and/or training approved by Human Resources.
- PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.
- Knowledge of and skill in applying the principles, practices and procedures of human resources administration in the areas of recruitment and employment, compensation and classification, employee relations, benefits and leaves, and employee development and training.
- Knowledge of and skill in interpreting and applying state and federal statutes and agency policies and procedures related to the management of human resources including FLSA, FMLA, ADA, COBRA, and EEO.
- Knowledge of statistical methods and concepts and other analytical tools used in human resources processes.
- Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
- Knowledge of administration and clerical procedures and systems such as, word processing, managing files and records, designing forms, and other office procedures and terminology.
- Knowledge of principles and processes for providing customer and personal services. This includes customer needs assessment, meeting quality standards, and evaluation of customer satisfaction.
