ManTech seeks a motivated, career and customer-oriented Program Manager knowledgeable in Information Technology to join our team in Fayetteville, NC.
The Program Manager leads and oversees the planning, execution, and sustainment of all organizational activities. The Program Manager will manage a highly technical team, develop, and implement IT, data, AI and ML strategies, and collaborate with internal and external stakeholders to achieve the organization’s mission and objectives. The PM shall direct efforts of cross-competency teams, including contractors at multiple locations, and serve as the primary interface and POC with Government program authorities and representatives on technical and project issues. The PM shall regularly brief leadership on program status and milestones. The PM shall oversee contractor personnel project operations by developing procedures; planning and directing execution of the contractual, technical, multidisciplinary engineering, programming, maintenance, and administrative effort; and monitoring and reporting progress. The PM shall manage acquisition and employment of project resources and control financial and administrative aspects of the project.

Responsibilities Include But Are Not Limited To
- Provide management, direction, administration, quality assurance, and leadership of the execution of this TO, including assigning tasks to contractor personnel, supervising ongoing technical efforts, and managing overall TO performance.
- Responsible for the quality and efficiency of the TO, including both technical issues and business processes.
- Make decisions for the contractor’s organization in response to Government issues, concerns, and comments, as well as be proactive in alerting the Government to potential contractual, programmatic, and resource limitation issues.
- 15+ years of experience managing complex IT and Intel projects supporting Special Operations and Joint Special Operations.
- Bachelor’s degree in engineering, computer science, or another related technical or business field.
- Experience managing large scale programs and/or portfolios within the IT space of $1B or greater value
- Experience leading and facilitating team meetings and contributing ideas for improving current research initiatives
- An active Project Management Institute (PMI) Project Management Professional
- Program Management Professional (PgMP) certification or Certified Scrum Master.
- Master’s degree in engineering, computer science, or another related technical or business field.
- 6+ years of experience leading a team utilizing Agile Software Development methodologies to design, integrate, and operationalize intelligence or Mission Command and processing, exploitation, and dissemination web services that have been certified and accredited following the Government’s RMF.
- Leverage deep understanding of client needs and objectives in the areas of Artificial Intelligence, Enterprise IT, Systems Engineering and Software Development, Managed Services, Infrastructure Modernization, Data Transport and Systems Integration, Big Data and Data Analytics, Application Development and Modernization, Cyber Threats, Cyber Security and Advanced Technologies.
- Must hold an active TS clearance with ability to obtain TS/SCI.
- Must be able to remain in a stationary position 50%.
- Must be able to travel to client engagements, industry events, etc. as needed to execute the win strategy.
- Needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
- Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
- Frequently communicates with co-workers, senior leadership, and clients, which involves developing and delivering compelling presentations to senior executives. Must be able to concisely share accurate information in these situations.
