Job Overview

Location/Schedule: This position is located at the Tigard Respite, a respite facility located in Tigard, OR. The schedule for this position is Monday through Friday, 8:30 a.m. to 5:00 p.m., but may require flexibility at times to accommodate program need.

Program Description: Respite is a voluntary program that occurs within a safe and relaxed atmosphere, away from the stressors that may be impacting an individual's sense of security and stability. Residents at Respite receive three meals a day, interact in the milieu, explore hobbies, take a walk in a quiet neighborhood setting, and always receive on-site support from caring and skillful respite staff. Respite provides support for individuals who need further stabilization due to recent medication adjustment or needs a break from current living situation which appears to be increasing psychiatric symptoms and is diagnosed with a mental illness. Sites include Tigard Respite, located in Tigard, and Rockwood Respite, located in Gresham.

Position Description : The Program Supervisor I works as a member of an interdisciplinary team to implement and monitor treatment for residents within the residential facility. This position involves participation and implementation of program goals and objectives to promote a strengths-based, client centered approach to assisting residents in achieving individual goals and ultimately transitioning to a less restrictive setting. The Program Supervisor I assures that program activities are administered in cooperation with treatment team members and as directed by the Program Manager. Program Supervisors provide general and specific direction to team members, are responsible for management of the program milieu, and serves as a back up to those supervised.

Essential Responsibilities

  • Establishes work plans and priorities for staff members and assesses the progress of staff members and takes corrective action as needed. Conducts performance reviews for staff members or provides the Program Manager with information necessary to assess performance.

  • Provides training and guidance to staff to ensure that program goals and objectives are met.

  • Under the direction of the Program Manager, develops and manages the therapeutic milieu.

  • Models therapeutic interventions and counseling with residents as needed or directed and assists staff members by helping to resolve difficult client/program situations.

  • Models individual and/or group training in living skills, supervision, and support in areas such as self-care, hygiene, community resources, and other life skills as directed by the plan of care.

  • Participates in regular supervision, attends care coordination conferences and staff meetings to gain knowledge and communicate program and resident needs.

  • May need to assist in meal set-up, preparation, serving, and clean up related to meal times or cooking group activities. Performs other household chores as needed, including but not limited to, light housekeeping and cleaning of biohazards.

  • Prepares various reports for the Program Manager or other stakeholders as required/requested, and monitors expenditures and use of agency/program resources, making suggestions and putting plans into action to enhance efficiencies.

  • Assures that staff members maintain accurate and up-to-date documentation as required associated with billing, assessment, treatment, clients’ progress and other activities. Assures that staff members complete electronic medical records (EMR) as required using Cascadia software.

  • Complies with and implements the regulations, policies, and procedures under which the facility is licensed and operates.

  • Assists in crisis situations as appropriate, following emergency protocols and procedures. Practices and is competent in avoidance, preventing escalation to avoid crisis situations or to neutralize crises in progress.

  • Respects and honors client rights and responsibilities and demonstrates professional boundaries and ethics.

  • Documents and maintains clinical records in a manner that assures compliance with all agency policies and procedures and local, state, and federal regulations. Maintains accurate and up-to-date documentation as required, associated with billing, assessment, treatment, residents’ progress and other activities. Completes electronic medical records (EMR) as required using Cascadia software.

  • Demonstrates responsibility for safety of residents and property; is familiar with fire regulations and evacuation procedures; holds regular fire safety drills with residents in compliance with facility policies and procedures.

  • Adheres to mandatory abuse reporting laws and HIPAA requirements.

  • Must stay awake on all shifts.

  • Assures that the program is adequately staffed and may need to cover shifts.

  • Provides input into the establishment of operational procedures.

  • Coordinates with oncoming shift regarding resident concerns, building/program needs, and any issues relevant to ensure the smooth operation of the program.

  • Provides oversight for the medication program; and oversees and participates in medication administration as needed.

  • Organizes monthly staff meetings.

  • Provides on-call duties shared with Program Manager. May be required to work shifts outside the assigned schedule to assist in coverage

  • Provides monthly supervision for staff members

  • Oversee the referral and Intake Process from Start to finish

  • Complete face to face assessments on incoming clients within 48 hours

  • Provide oversight and quality control for the clinical aspects of the program, working closely with the Program Manager.

Secondary Responsibilities

  • Completes annual employee training requirements on a timely basis as indicated in the licensing requirements for the facility as well as agency requirements.

  • Must be able to perform CPR and First Aid. CPR/ First Aid certifications are required and must remain current.

  • Updates Respite census as needed.

  • Performs other duties as assigned

Qualifications

Education:

  • The incumbent must possess a bachelor’s degree in a behavioral science field from an accredited college or university or three years of full-time professional experience working with adults with severe and persistent mental illness. This position must demonstrate the competencies to become credentialed as a Qualified Mental Health Associate (QMHA), as outlined in OAR 309-016-0005. Certification must be kept current and compliant with the OAR’s.

Experience:

  • One year of experience providing supervision preferred. Professional experience working with adults with severe and persistent mental illness is preferred.

Specialized Knowledge, Skills and Abilities:

  • Understand recovery model, motivational interviewing, illness management and recovery, evidence-based practices, and strength-based case management philosophies and strategies.

  • Operate computer hardware and software at a level needed to effectively perform job functions

  • Enter data and retrieve data

  • Prepare reports

Other:

  • Possess a valid driver’s license, three year driving history; clean driving record, ability to pass Driver Motor Vehicle (DMV) check and complete the Cascadia online Defensive Driving course.

  • Able to perform CPR, First Aid, and properly use AED equipment. CPR/ First Aid certifications are required and must remain current.

Working Conditions

Work is performed in a respite treatment facility. The Program Supervisor I may be required to travel to other locations for meetings during the workday. Daily routines may be hectic and will likely require the employee to perform various of the site’s functions and, on occasion, perform the tasks of other employees as needed. Meal periods and breaks are subject to interruption. Universal Precautions and remaining alert to the environment are critical to address the potential for violent behavior, exposure to disease, biohazards, noise and contaminants.

Mental Demands: The work assigned is diverse and involves addressing new and unusual circumstances in which outcomes may negatively affect costs, employee morale or clients. The work regularly involves a degree of unpredictability and disruption of planned tasks requiring a flexible time management approach.

Physical Demands: Activities and structure support community integration assisting residents in continued growth for successful independent living. The Program Supervisor I must have the ability to assist residents in participating in a variety of services, as well as skill building outings and accessing community resources. The Program Supervisor I must have the ability to assist the team in providing safety to all residents and staff in potentially volatile situations.
