  • Must be willing to travel by all modes of transportation and stay overnight at destinations for moderate periods. Travel is required for work and training.
  • Must possess a current Project Management Professional (PMP) certification or similar level project manager certification. (Attach a copy of the certification to your application.)
  • Must possess a minimum of 36-months of professional level project management experience. Related experience must include planning, development, implementation, and evaluation of small to large, complex projects; skills to direct the development of project goals, work plans, timelines, and implementation strategies and manage project budgets and a variety of contracts and agreements utilized by the organization.

Applicants must have 36-months of specialized experience performing related to the duties as specified below.   • Skill and ability interpreting and explaining specialized or complex material into information usable by a variety of stakeholders.
  • Ability to use standard project management PC based programs, including, but not limited to: Microsoft Office products, i.e., Project, Publisher, Excel and Power Point.
  • Ability to create strategies for risk mitigation and contingency planning for assigned projects.
  • Skill and ability to develop comprehensive project management plans and documentation required to skillfully manage a variety of projects.

INTRODUCTION:This position is assigned to the Public Safety Communications Branch, functioning within the State of Idaho - Military Division. The primary purpose of the position is to serve as the Public Safety Communications Technology Project Manager, responsible for oversight, planning, coordination, and execution of communication related projects. Support the Idaho Military Division with information management requirements and coordination of all active agreements and services provided by Public Safety Communications. Manage all facets of projects within the organization, to include initiation, planning, execution, monitoring, controlling, and closing of projects. Maintain liaison with superiors, sponsors, stakeholders, contractors, and network station administrators using agencies and project teams to coordinate actions influencing communication and network operations. Provide project advice and guidance to internal stakeholders and other state agencies as required.

Duties And Responsibilities

  • Manages, coordinates, and executes project work plans and revises as appropriate to meet changing needs and requirements.
  • Manages day-to-day operational aspects of projects and scope and facilitate agency requirements and strategies.
  • Identifies, develops, adapts project management methodologies used by the organization to meet specific project requirements.
  • Creates strategies for risk mitigation and contingency planning for assigned projects.
  • Ensures project documents are complete, current, and stored appropriately.
  • Effectively communicates project expectations to team members and stakeholders utilizing various project methods, i.e., project charters, management plans and project scope statements.
  • Communicates with project stakeholders on a regular basis according to specified communication plans.
  • Sets and continually manages project expectations with team members and other stakeholders.
  • Manages, develops, coordinates and supports execution of Special Use Permits, Memorandums of Understanding and Lease Agreements.

Identifies employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance. Encourages self-development. Attempts to resolve informal complaints and grievances, referring unresolved or more serious issues to manager. Promotes a respectful workplace that complies with the policies of the Adjutant General. Observes and ensures compliance with all applicable laws, rules, regulations, and policies and serves as a role model for the Whistleblower Protection Program, EEO, security and workplace safety practices, policies and regulations at all times.   • Performs other related duties and projects as necessary or assigned.

SUPERVISORY CONTROLS:This position is supervised by the Public Safety Communications Branch Chief. The supervisor outlines overall objectives and available resources. The employee and supervisor, in consultation, discuss timeframes, scope of the assignment including possible stages, and possible approaches. The employee determines the most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research in management advisories; frequently interprets regulations on his/her own initiative, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves most of the conflicts that arise; and keeps the supervisor informed of progress and of potentially controversial matters. The supervisor reviews completed work for soundness of overall approach, effectiveness in meeting requirements or producing expected results, the feasibility of recommendations, and adherence to requirements. The supervisor may recommend, or review methods used during employee training phase. The employee uses guidelines and precedents that are very general regarding agency policy statements and objectives. Guidelines specific to assignments are often scarce, inapplicable or have gaps in specificity that require considerable interpretation and/or adaptation for application to issues and problems. The employee uses judgment, initiative, and resourcefulness in deviating from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex and/or intricate issues and problems; treat specific issues or problems; research trends and patterns; develop new methods and criteria; and/or propose new policies and practices.

PERSONAL WORK CONTACTS:Contacts are with individuals or groups from within and outside of the agency, including consultants, contractors, vendors, or representatives of professional associations, the media, or public interest groups, in moderately unstructured settings. Contacts are related to information and developments applicable to assigned projects. Contacts may also include officials who are one or more managerial levels removed from the employee. Must recognize or learn the role and authority of each party during the course of each meeting. The purpose of contacts is to coordinate and possibly influence or persuade employees and managers to accept and implement findings, advice, guidance, and recommendations in the specialty area(s) of the position. Incumbent may encounter resistance as a result of issues such as organizational conflict, competing objectives, or resource problems. Must be skillful in approaching contacts to obtain the desired effect; e.g., gaining compliance with established policies and regulations by persuasion or negotiation.

WORK CONDITIONS/ PHYSICAL EFFORT:The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. The work is sedentary. Some work may require walking and standing in conjunction with travel to and attendance at meetings, conferences, and training away from the work site. Employees may carry moderately light items (up to 20 pounds) such as papers, books, and presentation equipment. The work does not require any special physical effort.
