Duties Description
Under the direction of a Quality of Care Facility Review Specialist 2 (Nursing), the Quality of Care Facility Review Specialist 1 (Nursing) duties will include, but are not limited to, the following:
Non-competitive: possession of a license and current registration as a registered professional nurse in New York State, and two years of post-licensure clinical nursing experience* working in any of the following, or combination of the following: a New York
State Office of Mental Health, Office for People With Developmental Disabilities, Department of Corrections and Community Supervision, Office of Children and Family Services, Department of Health, State Education Department or Office of Addiction Services and Supports licensed or supervised facility covered under the jurisdiction of the NYS Justice Center for the Protection of People with Special Needs; investigating complaints and allegations of abuse and neglect of persons receiving care from a facility or provider covered under the jurisdiction of the NYS Justice Center for the Protection of People with Special Needs; a medical facility; a child protective services organization; or as a professional advocate or service provider in the field of rehabilitation, developmental disabilities, or mental health.

Under the direction of a Quality of Care Facility Review Specialist 2 (Nursing), the Quality of Care Facility Review Specialist 1 (Nursing) duties will include, but are not limited to, the following:
- Review, process and /or investigate cases received from health care providers, clients, families, advocates, and other agencies or groups regarding individuals served by the mental hygiene services and children and family services delivery systems.
- Attend Medical Review Board meetings as assigned and following through with further investigations or recommendations by the Board.
- Participate in systemic studies and prepare resulting from these studies.
- Conduct on-site investigations into allegations of the abuse/maltreatment of children and adults in operated/licensed facilities in accordance with the policies and procedures established by the Justice Center.
- Provide independent inspection and monitoring of facilities, various community residences, and programs.
- Investigate deaths occurring in the mental hygiene system to ascertain the appropriateness of medical and psychiatric care, especially where clinical judgement is under review.
- Conduct training and outreach activities for health care providers, volunteers, advocates, family members and other interested parties regarding Justice Center activities, functions, and programs.
- Accept high volume of medically complex death cases for direct assignment and provide non-RN Quality of Care Facility Review Specialist 1 (QCFRS1) mortality reviewers with extensive consults on select medical questions affecting additional cases as needed.
- Provide timely initial triage for medically complicated deaths to support early identification of neglect.
- Represent Unit Director in communications with Medical Examiners, Coroners, and other death certificate certifiers.
- Directly support field investigations with medical and nursing interviews for sexual assault and death involved abuse/neglect field investigations.
- Act as members of Mortality Case Coordination Team (MCC) and Sex Abuse Response Team (SART) providing case consults and trainings.
- Support Agency Prevention Committee efforts on medical neglect related topics.

- Substitution: a bachelor’s degree in nursing may substitute for one year of experience; and a master’s degree in nursing may substitute for two years of experience.
