This position is open to the public and all current city employees covered under the City’s Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, the Recruitment Coordinator is responsible for facilitating the recruitment process for mass hire positions and specialized titles including those titles that do not require interviews but may require assessment/testing and/or willing and able questionnaires, Shakman-Exempt titles, etc. Performs related duties as required.

Essential Duties

  • Coordinates staffing activities for assigned positions in accordance with employment plans, hiring criteria, collective bargaining agreements (CBAs), and budgetary approvals.
  • Works with hiring departments to ensure a detailed understanding of position requirements. Posts vacancy announcements using the City’s Applicant Tracking System (ATS) and other external sources as appropriate.
  • Screens applicant resumes to identify eligible candidates.
  • Creates qualified candidate referral lists and processes post selections for hire using rule-based selection methodologies.
  • Works closely with departments and unit staff to ensure timely hire placements.
  • Represents DHR at various community events and job fairs and prepares materials and presentations for distribution as needed.
  • Ensures full compliance with the requirements of the City’s Hiring Plan and federal requirements.
  • Provides information and responds to inquiries from operating departments, City employees, candidates and the general public regarding the City’s employment hiring process, guidelines, procedures, and processes.
  • Responds to a variety of employment related inquiries from City departments, applicants and the public; including drafting initial responses to applicant appeals regarding the recruitment system, minimum qualification determinations, and the selection process as appropriate.
  • Participates in other employment related activities and projects, as required.

Days: Monday - Friday

Hours: 8:30am-4:30pm

Salary: $69,900.00

Graduation from an accredited college or university with a Bachelor's degree plus two years of human resources experience or an equivalent combination of education, training and experience provided the minimum degree requirement is met.

Preference Will Be Given To Candidates Possessing The Following

  • Experience working in a fast-paced administrative environment.
  • Experience in Human Resources using Taleo, Oracle or other HR tracking systems.
  • Strong communication skills (both written and verbal) needed to review and prepare correspondence and engage with people at all levels.
  • Experience working with unions.
  • Customer Service experience.
  • Proficiency in solving problems, obtaining, and interpreting information and making recommendations.

Selection Requirements

This position requires applicants/bidders to complete an interview which will include an exercise/assessment as part of the interview. Interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities will be hired. In accordance with the collective bargaining agreement, any bidders selected for hire will be selected in seniority order.
