Job Duties

The Virginia Department of Education is hiring for School Quality Specialist positions. The purpose of this position is:

  • To coordinate and provide regional technical assistances to identified divisions and/or schools identified based on performance indicators and/or other factors related to the domains outlined in the Virginia Support Framework (VSF).
  • To provide accurate information on state and federal regulations, policies and standards for federal accountability and accrediting public schools in Virginia.
  • To analyze available data and support divisions and schools with the effective development, implementation, and monitoring of needs assessments, support plans, and/or other improvement planning efforts aligned with the Virginia Support Framework (VSF) that positively impact student performance indicators or outcomes.
  • To support divisions and schools with the effective implementation of the Virginia Continuous Improvement Process (VCIP).
  • To serve as the point of contact for designated schools/divisions in the agency’s support of schools who have Level 2 and 3 School Quality Indicators and/or do not meet federal accountability standards. [To serve as the regional contact and provide support to designated divisions and schools who do not meet state accreditation standards and/or federal accountability standards in Virginia.]
  • To contribute and co-construct internal practices and protocols that enhance the office’s work, the agency and ultimately schools/divisions.
  • Supervise, coordinate, and monitor the federal division and school improvement process including development and implementation of federal school improvement plans, applications, grants, and funding.

Minimum Qualifications

  • Knowledge of continuous school improvement models and research; federal school improvement legislation and Virginia’s federal school improvement plan;
  • Knowledge of school reform initiatives to address student achievement, and of issues, trends and best practices in the area of division- and school-level support for challenged schools;
  • Knowledge of school and division continuous improvement process planning, and program evaluation; experience in budget management;
  • Knowledge of coaching models and effective practices and strategies that support improving student performance outcomes; demonstrated ability to use school and division data to drive instruction, implement new instructional programs, and evaluate and modify division practices that support school improvement and student success.
  • In addition, knowledge of Virginia Support Framework (VSF) and Virginia Continuous Improvement Process;
  • Knowledge of state accreditation and federal accountability legislations and requirements to include identification, school improvement grants (SIGs), evidence-based interventions (EBIs), implementation and monitoring plans, process, and budgets, etc.
  • Knowledge of research methods, project management and information systems;
  • Demonstrated ability to apply problem-solving techniques to complex educational situations, and effectively present complex information to technical and lay audiences in writing and orally.
  • Participate as a member of project teams to produce and complete projects and manage multiple assignments with critical deadlines.

Additional Considerations

  • Graduation from a college or university with an advanced degree in the field of education
  • Experience in implementing effective practices aligned to the Standards of Learning and the Uniform Performance Standards for Teachers and Uniform Performance Standards for Principals.
  • Experience in developing and implementing interventions based on continuous improvement models and analysis of data to positively impact student success
  • Post Graduate Professional License or other professional license approved by VA for instructional personnel
