Overview
Under minimal guidance, performs oversight and manages contracted fixed route maintenance and contracted paratransit maintenance to ensure contractors are performing to the specifications of the contract. Ensures vehicle maintenance is properly performed, and the contractor complies with all federal, state, and local regulations. Develops and implement plans and policies in conformance with goals.
This is an exempt position in Salary Grade 235: Min $127,545 – Mid $153,054 – Max $178,563 annually. The starting salary will be within this range based on qualifications.
The position will remain open until filled.

Any combination of education and experience equivalent to a bachelor’s degree and a minimum of seven years of experience in a vehicle maintenance environment, and professional experience in transportation management, or contract administration. Experience with public agencies and especially public transit systems are helpful. Strong oral and written communication skills are required.

- Oversees the maintenance performance of service contractors on OCTA vehicles, assisting with bus and maintenance equipment procurement, and investigating new technology for potential use to improve the OCTA’s service to its customers.
- Performs assigned tasks related to the required management of the OCTA provided maintenance facilities. Coordinates with designated Authority Facility Maintenance staff to oversee facility improvement projects, issues related to facility compliance, and the overall daily facility functionality.
- Reviews contractor requests for major component repairs and other maintenance related pass-through costs. Coordinates work related to warranty and third-party provided services.
- Assists in the formulation of specifications for vehicle, equipment, and service/maintenance contractor procurements. Maintains the vehicles assigned to the CTS contingency fleets. Assists with the Authority’s vehicle donation programs, to include all vehicle emission compliance testing and reporting.
- Leads required vehicle inspection activities to ensure vehicles comply with Federal Motor Vehicle Safety Standard (FMVSS) regulations. Ensures contractor maintenance meets all state and federal requirements including facilitating annual California Highway Patrol (CHP) terminal inspections.
- Monitors daily operations of facilities and facility systems in support of day-to-day operations to ensure that facility readiness is maintained and complies with regulatory agencies.
- Leads the preparation and forecasting of budgets, including vehicles, fuel, parts, and tires for contracted services. Ensures expenditures do not exceed budget. Oversees an annual inventory of vehicles and equipment assigned to CTS and in possession of the contractors, which includes physical audits to ensure inventory accuracy.
- Supervises and oversees the job performance of the Maintenance Field Administrators. Reviews required maintenance reporting forwarded by the Maintenance Field Administrators.
- Ensures successful implementation of section goals and objectives. Reviews section expenditures and performance to ensure performance is within standards.
- Plans, directs, and evaluates performance of section personnel and develops personnel.
- Effectively interfaces with vendors regarding technical data information.
- Evaluates contractor performance through data collection, analysis, and formulation of reports. Coordinates with all levels of management to summarize and prepare recommendations on maintenance standards and compliance.
- Leads the development and monitoring of performance indicators for contract maintenance programs. Leads the development of policies and procedures related to addressing vehicle maintenance issues and initiates action as required.
- Communicates effectively and directly with representatives of other departments.
