Summary




This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Regional Office (AKRO), Operations Management & Information Division, with one vacancy in Juneau, AK.



This position is also announced under vacancy number NMFS-AKR-2021-0016, which is open to Status Candidates. You must apply to both announcements if you want to be considered for both.





Responsibilities




As a Program Analyst, you will perform:



  • Serve as an analyst carrying out routine analysis, resource allocations, and evaluations for the effectiveness and efficiency of operational plans, policies/procedures and alignment to strategic plan and agency goals.

  • Perform statistical and comparative labor analysis work of programmatic area.

  • Conduct regular reviews of labor reports and prepares and presents findings.

  • Provide audit and analysis of government travel program including international and domestic travel management.

  • Participate in the development of plans to create improvements in overall effectiveness and employee satisfaction.

  • Assist with the coordination of new or modified administrative program changes, and responds to data requests from external partners or higher-level leadership.

    This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.



    The ZA-2 is equivalent to the GS-07/09 grade levels, however is only being advertised equivalent to the GS-09 grade level.

    • A one year probationary/trial period may be required.


    • Payment of relocation expenses is not authorized.

    • This position is not in the bargaining unit.

    • This position requires a Low Risk Security Clearance

    Qualifications

    EDUCATION: There is no positive education requirement for this position.

    SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.


    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    To qualify at the ZA-2 or GS-09:


    SPECIALIZED EXPERIENCE: Applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-07 in the Federal service. Specialized experience MUST include all of the following:



    • Participating in management studies to assess organizational efficiency and productivity; and

    • Evaluating issues pertaining to administrative support and/or operational procedures.

    SUBSTITUTION OF EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

    COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience. NOTE: Only graduate education in excess of one year is qualifying for combination.

    You will be evaluated for this job based on how well you meet the qualifications above.
