Project Engineering Supervisor

Manages all local capital projects $25K - $5MM for a total $20 -30MM/Yr to improve plant profitability, safety, and reliability. Manages and supervises eight to ten Project Engineers.
ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)
Facilitates development of the site’s annual capital budget
Oversees implementation of phased gated project initiation and development process.
Collaborate with reliability and process engineers on the development of multi-year capital plans.
Performs quality reviews for all engineering deliverables to ensure constructability, maintainability, operability, and compliance with all safety and regulatory requirements
Decides on and manages actions necessary for the safe and reliable operation of projects and the refinery within approved budget limits, and recommends capital improvement projects for the continued growth and profitability of the facility
Coordinates all outside engineering/consultants
Oversees all schedules and budgets for each project
Coordinates and manages all requests for internal support
Provides management with regular updates regarding completion of milestones and significant accomplishments and communicates progress and problems in a timely manner
Ensures important equipment documentation and drawings are received, properly recorded, and stored for future reference
Organizes a project team for each project ensuring proper representation from key department and makes task assignments as necessary
Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.
A minimum of 10 years project management is required.
Design experience, refinery experience, and past supervisory experience is strongly preferred.
A minimum of a Bachelor's degree is required.
PREFERRED EDUCATIONAL LEVEL:
A Master's of Engineering or equivalent experience is preferred.
Ability to solve day-to-day problems on projects as well as find and develop solutions for long range viability of projects at the refinery, and work and lead in a collaboratively team environment. Advanced project engineering skills and training. Ability to develop and implement a project budget and stay on time and on budget. Intermediate computer skills, including word processing, spreadsheets and database. Self-starter. Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills, with the ability to perform complex mathematical calculations.
Strong mechanical design background is preferred. Primavera Project Scheduling software experience is strongly preferred.
Supervises eight to ten engineers and manages outside engineering employees and any other human resources needed to accomplish the project.
Office and field based with up to 10% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment, and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, loud noises and vibrations. Subject to all temperatures, weather and varying road conditions.
Job conditions require sitting, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 50 lbs, pushing and/or pulling up to 50lbs, climbing up to 200 ft, perceiving color differences, wearing personal protective equipment as needed and a respirator in emergency situations (beards not permitted), ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, valid state driver's license and proof of insurance required. Job conditions may require standing and walking.
