Summary


This position is located at the Department of Veteran Affairs, National Cemetery Administration (NCA). Office of Finance and Planning, Finance Service in Stafford, VA. This position provides leadership and direction to all financial activities of NCA. Specifically, the position serves as a Supervisory Accountant, overseeing the operations and programs of the Accounting Operations Division composed of accountants and accounting technicians.




Responsibilities


  • Participates in the planning, design, testing, and implementation of new or modified financial systems affecting VACO and cemetery accounting activities.

  • Develops and represents written/oral reports and briefings on a variety of complex financial issues.

  • Maintains liaison and cooperation with other office supervisors in order to devise processes modifications and refinements due to changing conditions, statutory changes and requirements, and technological advances; coordinate production of updates and changes to user guides and instructions to the field.

  • Proposes new procedures and methods or modifies existing procedures and methods; to resolve current problems and enhance the validity, accuracy, and Integrity of accounting processes. Assist in the implementation of new procedures or policies to ensure compliance with established financial accounting requirements.

  • Performs administrative and technical supervision necessary for accomplishing the work of the division. Provides professional accounting advice and assistance to the District Offices and National Cemeteries, and lower graded accountants and/or accounting technicians in the resolution of diverse, complex, or controversial accounting problems. Serves as a staff expert regarding the operational accounting functions and the application of generally accepted accounting principles, policies, and procedures.

  • Provides authoritative advice and guidance on the processes, methods, and resolution of significant problems related to the recording and control of accounting data for diverse options and related accounting and controlled systems.

  • Provides technical advice and training to accountants and accounting technicians regarding the processing of accounting transactions or reconciliation of accounting/financial reports.

  • Assures work assignments of division personnel are carried out; distribute workload; train or arrange for training; provide information to director on team members; and provide information to director on performance, problems/issues, and personnel actions, employee recognition, and all other administrative actions required.

Work Schedule: Monday-Friday 8:00 am.- 4:30 p.m.

    BASIC REQUIREMENTS: This position has basic education requirements. Transcripts required.



    Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    OR

    Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:



    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

    or

    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;

    or

    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.



    GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Provide management and supervision over the work subordinates staff of accountants, accounting technicians, systems & procedure analysts, and support personnel; Serve as a staff expert regarding operational accounting functions and the application of generally accepted accounting principles, policies, and procedures.



    There is no educational substitution for experience for the GS-14 level but education may be required to show basic requirements are met.



    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
