POSITION DETAILS
The Human Resources Department at New York City College of Technology (City Tech), a comprehensive college of the City University of New York (CUNY) in downtown Brooklyn offering associate and baccalaureate degrees, is accepting applications for an HR Specialist - Time and Leave.
The Human Resources department supports the College’s mission through the recruitment, development, and retention of a skilled and engaged workforce. Reporting to the HR Director, the HR Specialist – Time and Leave will be responsible for managing the College’s timekeeping and leave administration functions.
In addition to the CUNY Title Overview duties, the HR Specialist – Time and Leave will be expected to:

Administer the collection, review, and processing of all weekly timesheets in the college's timekeeping system

Analyze employees’ eligibility for leave entitlements based on applicable collective bargaining agreements, personnel rules, and CUNY and College policies

Calculate leave accrual rates, update employees’ leave balances, and maintain accurate records in HR and payroll systems

Validate timesheets and leave request forms; reconcile discrepancies and supporting documentation

Administer the timely processing of leave calculations

Participate in the development and delivery of training on timekeeping processes, leave policies, and personnel action procedures

Prepare and process Personnel Action Forms (PAFs) for leave transactions

Maintain an in-depth knowledge of timekeeping and payroll rules applicable to all employee groups and provide timely guidance and resolution to employee issues

Serve on College and department committees and perform special projects and other duties as assigned
QUALIFICATIONS
MINIMUM QUALIFICATIONS
Bachelor's Degree and four years' related experience required.
PREFERRED QUALIFICATIONS
-
Two or more years of timekeeping, payroll, or leave administration experience in a public sector or higher education setting

Proficiency in CUNYFirst (PeopleSoft HCM), Kronos, PMS, or comparable automated timekeeping and HRIS platforms

Working knowledge of FLSA, FMLA, and New York State and City regulations governing wages, hours, leave, and payroll administration

Familiarity with CUNY collective bargaining agreements and personnel rules as they apply to timekeeping and leave transactions

Exceptional attention to detail with strong analytical, auditing, and reconciliation skills

Demonstrated ability to manage competing deadlines and a high-volume workload with accuracy and professionalism

Strong interpersonal and communication skills; ability to work effectively with employees, managers, and external stakeholders across all levels of the organization
-
High degree of discretion in handling sensitive and confidential personnel information

Proficiency in Microsoft Office Suite (Word, Excel, Access), SharePoint, and collaboration tools including MS Teams and Zoom
CUNY TITLE OVERVIEW
Develops and administers processes and policies regarding Human Resources.

Advises employees and managers on Human Resources policies and guidelines; provides a high level of customer service in assisting members of the College community

Supervises and administers one or more human resources programs such as recruiting, pay administration, employee orientation, employee benefits, data entry and recordkeeping, and performance appraisal/reappointment practices

Maintains an in-depth understanding of CUNY rules and regulations, relevant laws and guidelines, collective bargaining agreements, and College policies, and applies these to his/her areas of responsibility

Investigates regarding sensitive employee issues or complaints

Helps create innovative communications such as manuals, web pages, or employee meetings and provides these to the College community

Performs related duties as assigned.

COMPENSATION AND BENEFITS
$61,831 – $74,490. Salary commensurate with education and experience.
CUNY is in the process of implementing salary schedule increases. Once implemented, salaries of eligible employees will be adjusted by 3.5% effective 9/1/26, in accordance with the terms of the PSC-CUNY collective bargaining agreement.
